Well, I think it comes down to the fees that they have to pay. I know that Visa/Discover can cost over a dollar to process a card depending on what gateway the company uses. Also, most restaurants keep loose books so the more cash the better.

Yeah, but that should be something that businesses suck up. If you're going to offer using a credit card as a form of payment, then deal with the costs! You're only deterring customers who are used to paying for everything with their cards nowadays. Not only is it safer, its more convenient than carrying cash.
